Changing Scoops to ‘web friendly’

This issue of the Summerfield Scoops marks a change:

We are moving to a ‘web friendly’ format (as opposed to the letter-size PDFs that we had been creating). The idea is that this format will be more phone/tablet friendly, since we know many would rather look at the updates on their mobile devices instead of printing and reading.  (Of course, printing the web page is still an option for those who wish to do so.)

Since we do so many short (and more timely) announcements, it was getting a bit hard to have any new content left over for a newsletter. We’ll continue to publish the Scoops at least several times a year – but we will do so when we have a variety of items to communicate all at once.


Election Certification

As previously announced, Brad Phillips was re-elected to the board for a 3 year term, and Michael Spring was elected for a 3 year term, taking over for Kevin Lowitz.  Many thanks to Kevin for his service to the community! The official election results have been reported to the board and recorded.

Owner’s Checklist

  1. Annual Dues Invoices were mailed on June 15.
  2. Dues become overdue on July 31.
  3. Prompt payment is appreciated or late fees may apply!
  4. Remember to get architecture committee pre-approval for exterior changes (paint, lawn, mailbox, etc.)


Pool Problems!?!?

We love our pool – but we need to make sure that we all use it safely!

  • We have a recent report of the pool gate being blocked open for an extended period. PLEASE keep the gate shut! We really don’t want an accident, and the only way to help prevent it is for all to take responsibility for using the pool safely!
  • Children, under age 14, must be supervised by an attending parent or an adult that has assumed that responsibility. The supervising adult must be at least 18 years old. Always remember that there is no lifeguard on duty.
  • Pool hours are from 6:00 am to 10:00 pm
  • Please do not grant access to people without keys. Our pool is for the use of our residents and their guests.
  • Clean up and take your trash with you—we don’t have EDCO trash pickup at the pool. Minimizing the amount of trash is appreciated. (Extra bags are in the bottom of the trash can.)
  • We now have video surveillance, but remember that it is not actively monitored. Please see the policy for more info.

See Vandalism or Trespassing at the Pool?  Please:

  1. Make note of the circumstances (who, what, where, when, how, why)
  2. File a report with the Sheriff non-emergency line (858-565-5200)
  3. Also let the HOA board know ([email protected] or see contact info above and on summerfieldpoway.com).

Rules are posted at the pool. Further information is available in the “Community Information” document on the website. Every homeowner has the right and responsibility to enforce these rules and is encouraged to do so. Be safe and have fun!

Summer is here – so are weeds…

We had lots of rain this last winter and spring – and that greened our yards (but also our weeds….) Don’t forget that we all need to work within our architectural standards:

Yards must be maintained, watered, planted and replanted to prevent erosion and present a healthy and trimmed appearance (no more than 20% of lawn area dry or dying). Weeds must be kept under control in all areas of lawns and landscaping. Weeds in the sidewalks or driveways must be removed or eradicated.

New to the Neighborhood? Change of contact info, new renters, new POA or Owner’s Representative or Property Manager?

New owners and renters should learn about our community rules by reading the “Summerfield Community Information” document in the General Information section of the Policies & Procedures page.

Please email the HOA at [email protected]  to notify us of any changes in your contact information, changes in renters or new individuals with Power of Attorney or Owner’s Representatives or new Property Management company info. This newsletter and other important community updates are sent to all owners, renters and property managers via email as requested.

Note: Owners are required to provide and the Board is required to keep a current list of all owners and renters contact information. (California Corp. Code §8320(a). and Civ. Code §4740(d).)

2019 HOA Meeting Wrap Up


The meeting Wednesday night (May 22, 2019) was well attended. Thanks to all who participated and those who couldn’t attend but sent in their ballots (we needed 88 and we had them!)

Brad Phillips was re-elected to the board for a 3 year term, and Michael Spring was elected for a 3 year term, taking over for Kevin Lowitz.  Many thanks to Kevin for his service to the community!

Asphalt walkways & pool parking – Stay clear April 14th 6pm to 16th 6pm!


Reminder: The asphalt walkways through the neighborhood streets and the Elmfield pool area parking lot will have the final repair work  beginning 6pm Sunday April 14 through 6pm Tuesday April 16.

PLEASE DO NOT RUN SPRINKLERS SUNDAY NIGHT TO TUESDAY NIGHT IF YOU LIVE NEXT TO ONE OF THESE WALKWAYS!

The three affected walkways are between these streets:

  • Pinefield & Oakfield
  • Firbrook & Cedar Tree
  • Elmfield & Rios

Do NOT use the Elmfield pool parking area or block access to the walkways on those dates – your car may be towed.

Weather or other unforeseen events could change the dates and times.

We apologize for any inconvenience, but are sure everyone will appreciate the potholes and trip hazards getting fixed!

Architecture Committee Chair Update


Manny Murguia has accepted a new job on the east coast and will be moving. We thank him for his service and wish him and his family all the best!

Kim Caterina has volunteered to take on the Architecture Chair position, and the Board has appointed her to serve the remainder of Manny’s term. We are very grateful for her helping the community in this important position. (Please note that the phone # 858-859-1724 for the Architecture Chair will remain the same.)

Pool parking & walkway asphalt repair work – Stay clear April 5, 8 and 15!


Please be advised that the Elmfield pool area parking lot and some walkways will have repair work done on various days including April 5, 8 and 15.

  • Work on the walkways will be done on Friday the 5th and Monday the 8th, and Monday the 15th.
  • Work on the Elmfield pool parking area is only on the 8th and 15th.

The three affected walkways are between these streets:

  • Pinefield & Oakfield
  • Firbrook & Cedar Tree
  • Elmfield & Rios

Timing of the work:

  • The work on the walkways on the 5th will only last a few of hours and they can be used immediately afterward.
  • For work on the 8th, the parking lot and walkways will be closed for 24 hours beginning Sunday prior at 6 pm.
  • For work on the 15th, the parking lot and walkways will be closed 48 hours beginning  Sunday prior at 6 pm.

Do NOT to use the Elmfield pool parking area or block access to the walkways on those dates – your car may be towed.

Pool area video surveillance system installed


Please be advised that in response to last year’s concerns with trespassing and vandalism, a new video surveillance system is being installed in the public pool area.

  • This system is NOT ACTIVELY MONITORED! No one will be looking at the live video or recordings unless there is a cause to do so.
  • While the recordings may be useful to the board and law enforcement in investigating crimes and rules violations, the board cannot and does not assume responsibility for or guarantee the security of Summerfield residents or guests and their property. Please undertake your own reasonable safety precautions.
  • There are three readily visible dome cameras mounted on roof edge of the pump room inside the pool area. The system has night vision and motion detection capabilities. Audio is not recorded. The bathrooms and shower area are not in the field of view.
  • Access to the recording system will be secured.
  • Only board members will have the ability to access the system, but will only do so when there is cause.
  • Signs are on order and will be posted both inside and outside of the pool area that video recordings are being made. (A temporary sign will be put up until they arrive.)
  • Video recordings will not be made public on social media or the HOA website. Still images may be released for the purpose of identifying persons of interest or witnesses but only pursuant to a police investigation.
  • A full policy statement will be posted to the website later this week.
  • We will discuss the system at greater length in our annual members meeting in May.
